EPR on Mexican elections

'With PAN & Fox there will be no peace'

Following are excerpts from a statement by the Revolutionary People's Democratic Party (PDPR) and People's Revolutionary Army (EPR) that addresses the recent election of Vicente Fox and the National Action Party (PAN) to the presidency of Mexico. Fox's victory ended the rule by the Institutional Revolutionary Party (PRI) since the Mexican Revolution. The EPR, one of the revolutionary organizations in Mexico, first emerged in an armed action against the Mexican state
in 1996 in the state of Guerrero, delivering the "Manifesto of Aguas Blancas."

Sisters and brothers, comrades,

With the results of the July 2 elections in Mexico, it is not democracy that has triumphed. Rather, the winner is a new power group linked to reaction, the right wing, the financial oligarchy and transnational capital--fundamentally U.S. capital.

On the one hand the [Fox government] will sell an image of resolving the nation's problems. On the other, he will carry out the policy of the PRI: repression, hunger and militarization will be his presidential policies, guaranteeing the economic, poli t ical, military and legal conditions that allow the increased penetration of trans national capital in the national economy.

With folksy language, demagogy, and boots in the closet, now we have Fox with a suit and tie. But in essence he is the same. He is for the policies of privatization, governing the country as if it were a corporation.

The proposals to prohibit abortion, impose value-added taxes on food and medicine, and to privatize the electrical and petrochemical sectors are not simply mistakes, much less a newcomer's
ranting. Rather they express the true character of the Fox government, which is intolerant, privatizing, anti-people and backward.

Guanajuato [state] is the laboratory for Fox's reactionary ideas. It is where he has begun to carry out his true policies, the ones he will impose in the next six years. There he is showing his true neo-liberal face. There and in the whole country his political cronyism will continue.

The objective of the PAN government is the "Americanization" of our country's life, under the direct order of the Inter national Monetary Fund and the World Bank, subjecting our economy to the designs of imperialism. This will bring with it a great er loss of national sovereignty and of the cultural values of our people. With these policies it is promoting the super-exploitation of labor through the promotion of the maquiladora industries, total privatization of the strategic sectors of national production and fostering elitist education based on imposing the gringo educational model.

The Fox cabinet is composed of neo-liberal personalities who in the Salinas era were protected while they enriched themselves. Today they make up the "new" political class that will govern our country. They were the ones that helped the PRI to starve the people in the past decades.

With the arrival of the PAN, the conservative clergy--which has always been on the side of the powerful--today becomes stronger because together with Fox it is promoting legal initiatives that go against the rights of women, lay education and the progressive cultural development of Mexican children. It will also intensify the blows against the progressive clergy that is on the side of the poor.

By promising to make abortion a crime, the future Fox government opens the way to an alliance with the conservative clergy. Intolerance and the ideas of the Holy Inquisition will characterize the socio-political policies of Foxism.

In summary, Foxism is preparing a new neo-liberal attack jointly with the intellectuals of the system that urged a "useful vote" to guarantee the victory of the PAN. Today they promote reforms in the Federal Labor Law and neo-corporatism in order to finance the new group in power and to facilitate the attack on the workers and thereby to subordinate the trade union movement.

We will see a reorganization of the repressive, police and military forces that will carry out a deepening of the Low Intensity Warfare against the people's and revolutionary movement. There will be a greater direct participation of foreign counterinsurgency advisors.

In the face of the regime's new offensive, revolutionary armed struggle continues to be an unavoidable necessity to defend the people's interests and to respond to the attacks that will come from the Fox government. The people's movement must take steps toward reorganization, coordination and unity to raise the banners of national resistance that together will allow us to build a just and egalitarian society.

Through the Peoples Democratic Republic, the united people will win!

Through the revolutionary democratic road, all the people to power!

With the people's struggle, the EPR will win!
